Abstract. Seeds have a special role in the stabilization and growth of the production of agricultural products and food products, as the basis of the country's food security. Seed production is a priority and the most promising area of innovative development of agriculture in Ukraine. In addition, it is the most attractive for investment in the agrarian sector of the economy, although at the same time it is quite import-dependent.

Considering the urgency of the issue, the purpose of the article is to develop proposals for providing the needs of agriculture with conditioned seeds of domestic selection, taking into account the current state of the seed industry in Ukraine.

The article highlights the analysis of the current state and prospects for the development of seed production in Ukraine, determines the need for seed material, taking into account the forecast indicators of the development of agricultural production, proposes measures that will contribute to the development of the seed industry and increase the production of conditioned seeds until 2030.

The results of the study showed that less than half of all varieties registered in the State Register are Ukrainian. The priority of domestic seed production is observed only in grain and fodder crops. Their share is 52.3% and 64.2%, respectively. The decrease occurs not only in the volume of production of domestic seeds, but also in the share of conditioned seeds of grain and oil crops per 1 ha of production crops.

Ukraine's import dependence on foreign seeds is currently increasing due to growing demand from holding companies, large and medium-sized agricultural producers. At the same time, most foreign seed companies have already built their plants on the territory of Ukraine in order to bring its production closer to consumers. Taking into account the projected areas of sowing of agricultural crops, the sowing rates and the projected volumes of production of conditioned seeds, the need for seeds and the area of sowing of grain and oil crops for its provision was calculated.

The developed proposals based on research results will allow for the development of national selection and seed production, will more than double the use of conditioned grain grain and soybean seeds to 12-15% of the total seed sown, the average level of Ukrainian selection will increase from 35 to 50%, and the revenue from royalties and selection payments will increase tenfold, up to UAH 3.0 billion. The proposed ways of overcoming the existing problems in the industry will allow raising it to the level of world powers through changing approaches to royalty payments, increasing the productivity of seed production and improving legal acts regulating seed production in Ukraine.
