REGULATORY AND LEGAL SUPPORT FOR THE FUNCTIONING OF THE REAL ESTATE MARKET

Abstract. The presented article defines the functions and principles of public administration as a subject of direct influence on the real estate sector. In this context, a number of regulatory and legislative acts that establish legal relations, rules for the purchase and sale, lease and other transactions with real estate are analyzed. The complexity of the research conducted deserves special attention, which is revealed in the following aspects:
a) the legal definition of the concepts of "real estate" and "real estate" is provided, as well as the regulatory basis for the assessment of real estate objects and the features of state registration of real estate rights;
b) the legal principles in the field of collecting taxes and fees, as well as fund and investment activities on the purchase and sale of real estate are examined;
c) modern adopted regulatory and legislative documents of state regulation of the market that regulate the minimum size of the guarantee share for the construction of real estate objects are analyzed; introduce guarantees of property rights to real estate objects that will be constructed in the future; ensure the inviolability of property rights in accordance with the Law of Ukraine "On Sanctions"; regulate the implementation of the national classifier of buildings and structures in order to harmonize with European standards and regulate the experimental implementation of the Urban Planning Cadastre at the state level.
The author confirms the need for further improvement of state regulation of the functioning of the real estate market through improvement of regulatory and legal support of the entire chain of real estate transactions: land allocation - construction - registration of property rights - commissioning - alienation (rent, leasing).
