FORMATION OF STRATEGIC GOALS FOR COMPETITIVE DEVELOPMENT OF FORESTRY

Abstract. The presented article summarizes the results of the study of the formation of strategic goals for the competitive development of the forestry industry through the proposed descriptive model of the formation of strategic goals for the competitive development of forestry. The determination of initial data (information support) for the formation of target settings for social, environmental, economic development and target settings of the management system is of fundamental importance, and the main stages of the model are: analysis and forecast of the strategic development of the forestry industry; formation of the main strategic guidelines for the development of forestry; formation of a system of strategic target settings for the socio-ecological and economic development of forestry; determination of indicators characterizing the state of each of the subsystems of forestry; determination of quantitative values of the determined indicators; establishment of criteria for compliance (consistency) of quantitative values of indicators; determination of threshold values of quantitative indicators of the development of the industry, critical for its safety; selection and approval of methods for assessing the effectiveness of target indicators; conducting an analytical study aimed at verifying quantitative indicators for their internal consistency, safety and effectiveness.
The author proposes to assess the quality of life of the population using a universal integral indicator that covers the full range of human needs and interests, in particular: demographic situation - birth and death rates, average life expectancy; population welfare - indicators of a person's standard of living, reflecting the degree of satisfaction of his material and spiritual needs (salary, real income, their differentiation, level of consumption of goods and services, etc.); other aspects - the level of working conditions, social protection, physical and property security of each citizen, the state of the criminogenic situation and socio-political well-being of society, the level of development of the health care system, culture and other spheres.
The article presents a descriptive model for conducting analytical work to determine the quantitative values of indicators that characterize each of the subsystems of forestry - social, environmental, economic development and target settings of the management system.
